Judge Dowling was elected to the bench in 2012. Prior to her election, she practiced family law for 27 years. Judge Dowling has a general jurisdiction court, and also supervises Juvenile Court, the Title IV-D Court and the CASA program. She served on the Indiana Judicial Center Education Committee (2013-2019), chaired the Supreme Court’s Unrepresented Litigant Committee in 2015, and was a member of the Ad Hoc Committee on the Reorganization of the Pro Bono Commission. She was appointed in 2016 by the Indiana Supreme Court to the Coalition for Court Access, an organization formed under the umbrella of the Indiana Bar Foundation to reorganize the Pro Bono Commission (2016-2019), and she chaired the Best Practices Committee for the Coalition. Judge Dowling is a member of the Indiana Board of Juvenile and Family Court Judges, and she was a member of the Indiana Supreme Court Working Group to address Sex Trafficking in the State of Indiana, and has now been named chair of the CSEC sub-committee through the Indiana Commission on Improving the Status of Children. Judge Dowling led Delaware County to become a JDAI community in 2014. Judge Dowling has presented at national JDAI conferences on human trafficking, has presented multiple trainings on human trafficking to the juvenile judges in Indiana, and she has attended and presented at other national and state conferences on the subject. Judge Dowling is a member of the Judicial Center Jury Committee and is also a 2016 graduate of the Indiana Graduate Program for Judges.
