DiLynn Phelps received her bachelor's degree in Special Education from Ball State University. She received her masters and administrative degrees in supervision and instruction from Butler University. She is beginning her 43rd year in Education.
Since coming to Muncie Community Schools in July 1999, DiLynn has served in several administrative positions including Assistant Principal at Muncie Central High School, Principal-Wilson Middle School and Director of Youth Opportunity, Diversity and Community Services. Her current position is Assistant Superintendent/H.R. for Muncie Community Schools. Over the years, DiLynn has served on numerous community boards and committees. The most recent have been the the Indianapolis Black Expo-Excellence in Education Award, Muncie Mayor James P. Carey Community Award and ATHENA Professional Leadership Award nominee.
DiLynn has been married to her husband Marcus for 42 years. They have a daughter, Dr. Jada Phelps-Moultrie, a son Marcus II and four grandchildren.
